While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.
Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.
Clause 1.8 in the SRTOs 2015 outlines that RTOs must ensure their assessment systems, including RPL, comply with training package requirements and the Principles of Assessment and Rules of Evidence.
The standards necessitate conducting two types of validation.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.
This suggests we perform validation both before and after the assessment. This article will concentrate on the first type—assessment tool validation.

Breaking Down Assessment Validation
As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, also called pre-assessment validation, pertains to ensuring all unit requirements are addressed, as outlined in the first part of the clause, ensuring total workbook compliance.
Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.
We will dedicate this article to assessment tool validation.
Procedure for Assessment Tool Validation
Having outlined the two types of validation, it’s time to dive into assessment tool validation.
Timing for Conducting Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- resources get updated
- new training products are added on scope
- course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk
ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Course Materials
To validate assessment tools, you need the complete suite of your learning resources:
Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.
Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Team for Validation
Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.
As a group, your validation panel must possess:
Relevant vocational competencies and up-to-date industry skills for the unit being validated
Recent expertise and skills in vocational teaching and learning
One of the following training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or the successor version
Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.
To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:
Practice Your Teachings
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:
nappy changing
bottle preparation, feeding babies from bottles, and cleaning equipment
prepare solids and feed infants
respond appropriately to baby signs and cues
prepare infants for sleep and settle them
monitor and foster physical exploration and gross motor skills appropriate for the age
Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or Nothing
Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:

Time assigned for activities
Appointed roles and responsibilities
When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.
Possible answers can include, but are not limited to:
Weather conditions – isolation of work area, engineering controls, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering controls

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
